Panties go under the suspenders for "properly" but over for reality where people want to be able to get undressed in a sexy/practical way.
Speaking as a theater major with a focus in lingerie both historical and modern, garters worn under panties is not the "proper" way. It is a modern trend so the wearer can remove panties without removing the garter and stockings. The "proper" way, according to history and design and all that jazz, is for the garters to be w0rn over the panties.
