When this happens, a few will always slip through the cracks and flee the Empire before they can be apprehended. From the "safety" of foreign borders, they continue to spy on and spread propaganda against the Empire. But the DFA always tracks them down, and employs covert action to bring them to heel. Special extraction teams are in and out before local law enforcement has any notion of their presence, and leave to trace behind. There is no escape from the Empire.
