I would say nobody...unless you plan on setting your pot of gold straight on the sidewalk where people who just stepped in dogs shit may have walked. The sidewalk and healthy environment are not synonymous in terms of coochy stopping, standing, parking.
They are way overrated. My guess would be that large sums of alcohol were involved. Possibly were jettisoned after peeing in them.
