To all the comments about "cops being cooler in the UK" and "is that a cop next to her". This is probably the Notting Hill Carnival that occurs every august. And yes, the cops are usually good fun and not dickheads throughout it. That doesn't in anyway provide proof that they're "better" than American cops.
